This is a scary start, you have a precarious alliance with the enemy, and he’s stronger and in your town. You can tribute Gold to him to keep him off your back for a while, but eventually the Gold will run out. 
You can choose to tribute or not, if you do you’ll hold off the inevitable war, but he’ll get a good start on Gold. If not, you’ll go to war fast, maybe too fast to win. 
One way to defend yourself is with Walls. Research them as soon as possible, and wall in the enemy so he can’t get to you. Put Walls across his gates, plus wall in any Hoplites you see. One sneaky way to take care of his Catapult is to build a single Clubman, then put him next to the Catapult. Wall them in together and when the war starts, the Catapult won’t be able to fire on the Clubman. 
Build up fast, concentrating on Wood, Food and Stone. If you choose the Tribute route, start mining Gold immediately, you may get a few more minutes of peace to build up. Build Towers in strategic areas, and especially in your town for when the war begins. Even after you’ve survived the first wave, you’ll get Catapults attacking until his Gold runs out, and Composite Bowmen as well. 
Build and defend, and move some Villagers North. You’ll find Elephants for Food, plus a lake full of Fish, and Wood as well. Build a Dock to the North and start fishing for even more food, and upgrade to Bronze as soon as possible, you’ll need the additional research abilities. 
Once in Bronze, start thinking about turning the tide. Build up a fleet of Scout Ships and then Warships, and take the seas. Only concentrate on the Red enemies, the Yellow guys will stay your friends if you play nice. Sink any Red Trade Boats you see, that will prevent him from trading for Gold, then move South and take out his fleet and Dock. Deny him Gold from trade and Food from fishing and you’ll win even faster. 
Upgrade to Composite Bowmen for ranged fire, and build a Government Center and move to Iron Age so you can get the upgrades of Ballistics, Alchemy and Engineering. Build a Siege Workshop and two Catapults, and prepare for the final assault. Build a strong army of Composite Bowmen, move in and kill any Priests and use the Catapults to take out his buildings and units piecemeal, your main objective is the Government Center to the South. Destroy it for the Win. 
If you plan to hold out with the Gold tribute as long as possible, build a Dock to the West and then a Scout Ship. Sail your Scout Ship West and kill the Lions on the island with the Gold, build a Light Transport and send over a few Villagers. Be sure not to tribute Gold for too long, eventually you’ll spend it all and won’t be able to advance to Iron Age. It’s also possible to load up a few Light Transports with Axemen early in the game while still allied with the Red enemy, and land them behind his lines. Change your diplomatic stance to Enemy and destroy the Government Center for the win before he can finish you off.
