You start this scenario with Composite Bowmen and a Priest, and no transportation off your little island. Move to the North end of the island, and across the straits you’ll see a Bowmen and a Priest. If you can, convert the Priest, but at the least, convert one of the Bowmen and use it to kill the Priest, an enemy Priest is not a good thing to leave lying around. 
Shortly after your exchange across the water, your ride will arrive in the form of a Heavy Transport with an invasion of sorts. Convert the Heavy Transport, if possible before any units disembark from it, but at least clean up any enemy units that do land. Load your little army on the Heavy Transport, and set off to vanquish your foes. Oh yeah, you’ll need a Villager to do that. 
If you sail East, you’ll find the Hittites securely ensconced on their own turf, and you can approach this two ways. The first, a little more daring but usually okay, is to land your raiding party and convert the first Villager you see while your Composite Bowmen hold the Hittites at bay. Load the Villager and the rest of your party back on the Heavy Transport and sail West, landing at the big island just West of the Hittite lands. Here you build a Town Center and eventually a fighting force, and re-claim the Babylonian lands. 
The second method entails landing on the piece of land jutting South from the Hittites at the far Eastern edge of the map. Here you will move your units North and convert the first Villager you see, then high-tail it back onto that strip of land to build your base. The advantage is in not having to make an amphibious assault, but the disadvantage is the limited resources and the easy access to a counter attack. 
In either case, proceed conventionally, building a town with Villagers, a Dock to fish and produce a navy, and a Siege Workshop and Archery Range. There’s too little Gold easily accessible to make a Temple worth while, unless you manage to lose your Priest, the Gold is better spent on Catapults. Don’t bother with any other structures, except for Houses and Storage Pits, there’s nothing to upgrade anyway. 
Build a force of Composite Bowmen, six or eight of them will take out any Hittite unit at range and a dozen can conquer the enemy. Build some Catapults to take down Towers and the enemy buildings, although you can also convert buildings with your Priest. Convert Villagers whenever possible, mine Stone and Gold, cut Wood and fish, and when you’re ready, invade and destroy. Once the Hittites are gone, you get the win.
