There are two ways to win this scenario, one is easier. The easiest way is to capture the Ruins, there are only three and only two are actually guarded. The first step in this scenario is to build Scout Ships at the Dock, and cut wood to make more Scout Ships. Put a couple Villagers on harvesting the Berry Bushes, and when they’re gone just fish for food. Three Fishing Boats will keep you going nicely, as long as you control the seas. 
To control the seas, build at least six Scout Ships. Be ready for an invasion, a Red Transport will show up shortly, but it often doesn’t carry a large force. Take care of it with your Scout Ships before it hits your shores. Then move North of the Dock with your Scout Ships, sinking enemy naval forces as you go, until you find the enemy Dock. Destroy the dock and you’ll pretty much eliminate the naval opposition. 
Take your initial Clubmen and move West, until you find the Ruin on your own island. Just park them there, you may come upon some Red Bowmen, take them out and hold the Ruin. Meantime, keep cutting wood and fishing for food, and build a Stable and an Archery Range. Research Woodcutting and the Wheel at the Market. About the time you change to Bronze Age, build a Light Transport at the Dock and a Scout at the Stable. 
Take your Scout and transport it to the West end of the map where you’ll find an island with several Yellow Watch Towers. Land next to the Watch Tower to the Southwest, and follow the path next to it until you come to the Ruin. There are only Watch Towers here, so it doesn’t matter if your Scout dies or makes it back to the Transport. At any rate, build another Scout and load it on your Transport. 
You now want to land your Scout to the Eastern edge of the Red territory. Use your navy to clear away any shore defenders, there’s usually some Bowmen, Scouts and maybe a Catapult. Land your Scout and run it straight North, you’ll need to dodge around buildings but eventually you’ll see the third Ruin. It’s behind a wall with a Watch Tower guarding it, simply run in and claim the Ruin to win the game. 
Okay, the harder way to win is to build the Government Center in the flagged area, but there are a few secrets to making it easier. First, start off just like the first way to win, building a fleet and controlling the seas, only instead of one Transport you’ll want to build four or five. 
Once you have the Transports, build a Government Center on your island and research Architecture, plus make sure you have researched The Wheel. In addition, at the Storage Pit, upgrade Infantry Armor as far as you can, as well as Hand-to-Hand Unit Attack bonuses. Research upgrades to infantry units at the Barracks, but don’t go overboard on them. You’re going to use infantry as decoys.
Build about ten Swordsmen and load them on Transports. Load about 15-20 Villagers on Transports as well. If you have the resources, five or so Cavalry are a nice addition, but not critical. Now, with your naval units, patrol the Northern coast of the Red land, taking out as many military units as you can reach. The Watch Towers aren’t as important, but if you can take them down without losing too many ships do so. From the sea you will see part of the flagged area, and just South of there a beach head to land on. 
For your landing, send your Swordsmen, and Cavalry if you have them, in first, with the Villagers a few seconds later. Have your Swordsmen attack anything they can, they’re only here to tie down the enemy, not to wage a true campaign. Group your Villagers and move them into the flagged area and then build a Government Center. With 10 or more building, the Government Center goes up in a few seconds for the win. Don’t start building it until your Villagers are within the flagged area, as soon as you lay it out one of the Towers will destroy it unless your Villagers start immediately. You don’t need the Government Center or any of your units to survive, once it’s completed you win.
