In 66 AD, the Judean Provisional Government rebelled against Roman rule and appointed Josephus governor of Galilee. However, Josephus had rivals - John of Gischala and Jonathan Son of Sisenna - who belonged to the rebels' Zealot faction. John's friend High Priest Simon secretly came from Jerusalem with funds and an armed contingent to get the Galileans to reject Josephus. During a discussion at the City of Tiberias' Prayer Hall, Jonathan accused Josephus of trying to be a tyrant over Galilee and grabbed him. Josephus' guards drew their swords and he escaped to Tarichea.
Josephus' emissaries returned from Jerusalem telling him that Jerusalem's people were unhappy with High Priest Simon's attempts against Josephus because Simon was acting without their agreement. Jonathan set out for Jerusalem with armed guards to complain to Jerusalem's people, but Josephus caught him in Daberath. Next, Josephus brought his army's detachments to villages around Tiberias. The city had sent for soldiers from John of Gischala, and outside the city's walls, an army of Tiberians was mocking him. Josephus invited Simon for a talk in one of the villages, and during their discussion, his soldiers captured Simon.
Next, Josephus won a close battle with the Tiberians gathered against him. He arranged for his soldiers to enter Tiberias near the seashore and burn down one of its houses so that they would think that Josephus had successfully stormed the city. After the battle, Josephus consoled High Priest Simon and sent Simon and Jonathan back to Jerusalem under guard.

This Scenario was made with the help of Chab's "RockNROR" tool. The Zip file contains both a regular Rise of Rome version ("Josephus Retakes Tiberias ROR.scx") of the scenario and a ROCKNROR version ("Josephus Retakes Tiberias RocknROR.scx") that uses ROCKNROR triggers and a campfire decoration. The Triggers only work if you play the scenario with the ROCKNROR Mod installed.
If you play the ROCKNROR version of the scenario without the ROCKNROR Mod, your savegames won't load unless you play using UPATCH. Nonetheless, I beat the ROCKNROR version on HARD on regular ROR with no savegames. The trickiest part of the mission is at the beginning, so that is not a big problem.
Extract the .scx Scenario file of your choice into your "Scenario" Folder that is in your "Age of Empires" game folder. Your Scenario folder is where your other .SCX files are kept.
You don't have to do anything with the BMP file in the Zip file. It is just there to give you a better idea of the gameplay map to understand the layout better.
If you play the ROCKNROR version using ROCKNROR, then the mission begins with you allied with John of Gischala. It gives you a minute of "grace time" before John of Gischala's forces turn on you. Further, when you kill or capture one of Simon's guards (the Grey Broadswordsmen), Tiberias (the Orange Player) sees this and declares war on you. So it's best to first capture Simon and get him to safety and only then focus on fighting Simon's guards. Meanwhile, you want to have your army ready nearby for when Jozar's army turns on you.
In the regular version, John of Gischala (the Brown Player) begins with you as his enemy, so you have no minute grace time. You need to immediately get Josephus (Jason hero unit) out of Tiberias to protect him. On the other hand, you can deal with Simon (Grey) and Tiberias (Jozar) separately in the regular version.
I beat the ROCKNROR version using regular ROR (without the triggers working) on HARD with no Savegames.
