Yeah, I really think that the "Greek" civilization, in AoE, was probably meant to represent more Classical Greece, with the Hellenistic army being more represented by the Macedonian civilization. On this case, you can argue that their current tech tree really is mostly historically accurate: During that time, the Greek army was almost completely infantry-based with very little cavalry on it. While the Greek, obviously, had domesticated horses, they were used for transport and scouting more then battle. At most, horseman could be used for quick skirmishers, but they would rarely, if ever, make the bulk of a force.
With that said, there is absolutely no reason, historically or balance-wise, that I can think of, that the Greek shouldnt get at least the Improved Bowman and perhaps even Composite Bowman
I also am not sure if even in the Hellenistic days, Greece actually used elephants in warfare. Then again, this game is kind of... Generous, with how it throws around its Elephants. I mean, you can make a decent argument that the only civilization on this game that there is significant historical evidence of elephants plaiyng a important role in their armies were the Persians and the Carthaginians, and even for the Persians, the bulk of their force was still made out of infantry and "traditional" cavalry.
