Lord of the Euphrates

This is one of the tougher scenarios in the Voices of Babylon campaign. You start off with enemies all around you, and you need to ramp up your forces quickly, since you’ll soon be raided. You can delay all out assaults somewhat by not attacking the scouting Villagers, but eventually they will come. 
Start by researching Towers and building a few to help your defense. You want to pump out as many Villagers as possible, since you need to really rape the resources before your enemies do. Build a Market and research Woodworking and Artisanship, you’ll want the range bonuses as well as the wood cutting bonuses. 
Don’t build a Dock right off, the enemy fleets will tear it down before you can make use of it, build an Archery Range instead. Forage the Berry Bushes and hunt Gazelles as long as possible, then get a few Villagers on farming for food. Mine all the stone you can, and go for the Gold to your East as well, protecting your miners with Bowmen instead of a Tower. Research all the upgrades for Composite Bowmen, ten of them can sink a Trireme and you’ll need the firepower. 
When you can, advance to Bronze Age and upgrade your Towers. Build a Siege Workshop and a Temple, it’ll be tough to decide whether to go for Priests or Catapults though, since a lot of your Gold will be going for Composite Bowmen. Priests will heal your units, saving the expense of replacing them, and if you get lucky you’ll convert a few of the enemy Triremes that’ll pester you throughout the scenario. 
When you have two Stone Throwers and ten Composite Bowmen, move East and wipe out the Red enemy. Protect your Stone Throwers at all costs and use a Priest to heal them if they get hit. Keep moving an shooting, and take out one building at a time, eventually you’ll have them whipped. Put a Storage Pit in the Northern end of their territory and mine the Gold and Stone there. 
Now rest and heal up, and start planning for a naval invasion. Change to Iron Age if you can, and build two Docks and start fishing for Food. You’ll also start getting enemy Triremes patrolling your coastline, convert them or sink them with Composite Bowmen. If you need to, coastal Towers will work but they use Stone you’ll wish you had later. 
Build five Light Transports, or convert one or two coming at you, and load up with fifteen Composite Bowmen, five Villagers, two Stone Throwers and three Priests. Head for the opposite shore. Use any captured Triremes to sweep the beaches of enemy units, the land your Composite Bowmen and take a beach head. Immediately land your Villagers and put up two Towers to hold the beach, five on a Tower will get it up quickly. Put the Towers inland a ways, and once your original two are up put two more Towers up to provide a tighter screen. 
Now use your Villagers to build an Archery Range and a Stable. Start replenishing your units and pump out Cavalry, you’ll be attacked by siege weapons shortly and the Cavalry can close with them and break them quickly. Don’t try to convert the enemy Catapults and Ballistas, you’ll lose Priests, and keep your Composite Bowmen out of reach, one Heavy Catapult can take your army out. 
Take time to build your resources here, get about six Cavalry and a few more Composite Bowmen before you even think of moving out. Use your own Catapults to take out any buildings in reach, but don’t risk enemy fire with them. Move your Composite Bowmen toward the West and you’ll find Villagers working the forests, take out as many as you can. The enemy resources will run out eventually and you want to wear them down. 
Keep converting Triremes sent against you, and repairing them as well, and eventually send them against the enemy Dock. He’ll waste Villagers rebuilding the Dock and wood building Triremes to defend it, so it’s a great way to wither away at his wood and food stockpiles. When you’ve got a half-dozen Cavalry, you can move out. Have the Cavalry take out any siege engines, your Catapults take out Towers and your Composite Bowmen take out the enemy Chariots and Chariot Archers. Use your Priests to heal and convert the occasional Academy unit. 
Keep wearing away and eventually you’ll overcome him when he runs out of resources. It’ll be a long tough battle, and you can help yourself by bringing over a dozen Villagers, or converting his, and setting them to building Towers as you move forward. Ten or more Villagers put up a Tower in a few seconds, and the Towers can provide cover for your Catapults and Priests. 
Eventually, you too may run out of resources, just keep fishing and farming and you should at least be able to build Bowmen and Axemen. That’s more than he can build and every unit you kill is one less he’ll have forever. And it may seem like forever to get the win, but it’ll come to you if you keep plugging away.
