This ZIP archive includes the German version of the Age of Empires help, the program winhlp32.exe to open it, and said program's own (German) help.
Empires.HLP came with the game in WinHelp format, which is no longer supported by Microsoft. However, this version, included with Windows 98, runs on Windows 10.
Naturally, you can also use the program to open the help in English and other languages, it shouldn't matter that winhlp32.exe is a German version. English and French editions of Empires.HLP can be downloaded from AoE Heaven.
On Windows 11, it works, too. However, at least in my case, sound effects and architecture images are unavailable.
