This mod changes civilization bonuses.
I found that several bonuses don't affect gameplay enough so the player can't rely on them, for example:
Persian elephants are only 20% faster than regular, so I would instead make an army of Legions even if they don't have a bonus for Persians.
Bonuses from pre-Definitive addition are taken into account.
The second thing is that the Cavalry and Camels are too expensive. Elephant costs only 40 gold, but Cavalry even 80(!) which is too much.
The player doesn't have reason to base the army on them.
Instructions: Replace empires.dat in game installation folder\Data. Make sure to backput before.
Changelog:
Cavalry, Cavarly archers and their upgrades and Camels cost 50% less gold.

Hittites
Archery Units have +2 damage.
Enabled Ballista and Helepolis.
Minoans
+2 Archer units range.
Persians
Elephant units units move 75% faster.
Phoenicians
Villagers +50% woodcutting.
Shang
Villagers cost 35 instead of 50 Food.
All walls have +100% hit points.
Sumerians
Enabled Ballista and Helepolis.
Farms +250 food.
Yamato
+33% Ship hit points.
+30% Villager speed.
Carthaginians
+40% transport speed.
+50% Elephant and Academy units hit points.
Camel Riders +30% hit points.

Enabled Heavy Catapult, Helepolis and Engineering.
All siege units are 33% cheaper.

Villagers work 50% faster and have armor.
Start the game with +100 food.

-20% building cost except Towers, Walls and Wonders.
