A lot of these changes seem to balance each other out in one way or another. For instance what is the net effect of decreasing reload speed but increasing frame delay for the chariot archer?

Frame delay affects only moving units. It forces them to stand still longer before they can start shooting. Whereas fire rate affects as to how long delay there is between shots.
The frame delay in Chariot Archers nerfs their effectiveness against fast units, but with the faster reload speed they are stronger against slow units or as back line units since they can shoot more than one arrow before they need to relocate. (the 12 frame delay is about 650ms)
Lots of other unit that got buffs and nerfs are done to create better counter play mechanism around those units.
In the website there is change log where i have written short descriptions as to why i have made the changes. Similar text can be also found at the mods patch notes.
I tried to write most important aspect of the changes without making it too long so there probably is something missing. If you want to know why i have made some other changes please ask.
