It could be but it's more likely that the bright parts are just colored sand.
ES had a lot of different ideas that didn't make it to the game. They planned on making a prehistory game before they decided on aoe1 and for the aoe2 beta they had other mechanics in mind like off-map trading, movable town centers, slaver units and raiding units.

Yep, I guess at some early point there were just gathering ideas and some of these ideas were even accompanied by graphics. May be a Civilization like time-frame (including modern times) was considered by some devs - hence the oil.

That's because 99 % of these renders are already rendered using the AoE palette. No color changes should be needed if using them in a mod.

Too bad about the corrupted file. I wanted to take a look at the rest. Like I said before, some of these designs look more appealing than many that made it into the game.
