You have to set up your single player games as multiplayer sessions. Then you can change the pop in the settings window. In single player, the pop setting is always 50.

I'm guessing that you are talking about changing the population limits when you are playing against the computer. You do not need software or parlor tricks to do this.

Instead of clicking on Single Player, go to MultiPlayer. Choose the IP connection and name the game whatever you want. You will see yourself at the top, and seven open slots. Choose how many comp opponents, then close the remaining slots. Now to address your question. Go to the Settings, there you will find a bunch of pull-down menus, one of which is Population Limit. Make your pick, 25-200, pick your map, ect...and away you go!

I haven't heard of anyway to change the actual limits themselves though (ie pop limit 300)
