It's on the back of the gold edition box, if that's what he's referring to. It makes sense though, as you have no terrestrial presence in the game, and you either control and build units, or design levels.

But the RoR campaigns see you in the role of a commander. After you lost a scenario, you'll be used a Trireme's ram or something after all.

But they do, well 'in part'. In the last scenario of Pax Romana, 'coming of the huns', the huns are represented by the Hittites

The hittites civilization disappeared 5 centuries before the founding of Rome.
