The first 7 mins are what I had to practice the most when I was starting out with this. If you keep at it, you could get it down to about 9 mins tool, 12 mins bronze, 2k sushi 1k wood and about 500 gold - enough to be training half a dozen impies at 13 mins, all in all. You can also build a govt center and start TC (and villie) booming, which can feed itself quite nicely. Quite right about the berries and galleys, too.

Can it be a winning strategy today? In RoR, without significant adaptations, I seriously doubt it. In AoE it would still work because the opponents are still stuck in the past, playing assy more than ever since shang and phoenie are toned down.

Got the number of compies and archeries seriously wrong, but the timing is about right (14:15 to be exact). Don't forget you tool in 9 mins with enough to make 2-3 scout ships, build a market and research woodworking, and plenty of food to increase your woodie population by 50% within two minutes. If you're going to tool rush, you could add 2 villies in stone and use them as forwards, tooling in 9:20.
Can make 2-3 scout ships at 9 mins, and your wood supply can grow fast if you decide to fight on the seas, which is still enough to beat non-naval civs. Add galleys by 13 mins and you've got a fighting chance against most civs.
True, an average tool rush can finish you off, if it comes before 10 mins or so. After that you're in tool with plenty of food and ready to make bowmen, or by 12 mins you're in bronze making cavs. Either way, past 10 mins you can give them a fight.
