Minoan.
Here me out. Minoa's ships are whipped on a 1 vs 1 scenerio. But If Hittite is maintaining a 1vs1 scenerio with Minoa, Minoa should be attacking on land. Why? Wood dependency. Yeah, you can't monoplize wood, but You do need alot to field ST+CA+WG to keep the sea. ALOT of wood. CA cost 70 wood. WG cost 135(I think). ST cost 180. Minoa WG cost like, 107 or something. This means: More WG for Minoa, to win the sea, or more ST for minoa, to kill CA and Httite ST. Or, Minoa can farm more, go for cavs/camels and Compies. Camels kill ST, Compies kill CA, Camels kill Cavs, Compies kill Hoppers, Compies kill priests. Now, This is a relatively unorthodox strategy, but it works.
Sure, hittite can go with Camels. But Minoa can too, and if they go heavier on the sea, they have the sea, which means more wood required to farm. This means, your economy isweaker than minoas. Sure, hittite is a powerhouse, but if they get hit by a superior economy, their dead. If that economy can counter their units.
What about towerz? Slingerz. If Hittite is miningstone, thats a weaker economy there to, since minoa,if played smarth, should be expanding. If in 200 pop, they should have a big number of real villies, hefty FB, lotsa WG to hunt hittite WG down and mucho Compies.
I will admit, most people fail to take advantage of minoa's power. Thinking "oh, he's hittite, I lose". Well, Their wrong. Hittite CAN be defeated by minoa. Minoa and hittite are two of the most balanced counter civs. Think.
