How do I create negative values for a players resources in age of empires. I have an a player that has a town center, and I don't want them making villagers unless I tribute to them.

I don’t think negative resources (e.g. „minus 100 food“) are possible in AoE. It is also not possible to control the computer‘s behaviour with clear commands such as „if you receive a tribute, then train a villager“. This works in AoE2 but not in AoE1.
What you want to achieve might still work though: Give the Computer a simple custom .ai file that tells him to train villagers, but do not give him any food to start with. Then when you tribute food to that player, he will build villagers whenever he can.
To avoid that these villagers then gather food (which would enable the computer player to train more villagers without your food tributes), maybe you can change something in the .per files so that they only gather other resources. Not sure what the right .per commands are, probably something with the words „gatherers“ and „percentage“ in it. This is how I would try it. Yes you can do this Ingo... Type a - minus sign in the Player name box or Messages box, select and copy it and then paste the - using right mouse click in any of the four resource fields - et voila.
