ANSWER: Run it as Administrator.

I have Rise of Rome (UPatch), the download version of AOE1, and Windows 7. AOE1 runs video clips fine, but ROR crashes when it runs videos made for AOE1. I want to play the "A Tale of a Kingdom" campaign, but when I start the campaign, it shows a video of soldiers cheering in a courtyard and then crashes, saying "Age of Empires, the Rise of Rome has stopped working". The way to fix the problem is to run ROR as "Administrator".

I'm glad you got it fixed!

If anyone else has issues with this, or simply doesn't want the cutscenes:

  • While installing the game, select "Typical" instead of "Full" and the video files will not be installed

  • Go to your AOE Directory (Usually C:\Program Files(x86)\Microsoft Games\Age of Empires) and delete the "AVI" folder. This will remove all the cutscenes without damaging the rest of the game.
