Sometimes Highlands can have multiple rivers and even a large sea on one side of the map, if I'm remembering it correctly.

Didn't UPatch change Highlands or something? Are you using UPatch?
You should otherwise be seeing some rivers. The seas (or lakes) are pretty rare, but should still come up eventually. I think "Random Map" in the Scenario Editor might cycle through the same sets of seed numbers when you keep clicking "generate," so maybe you just happened to get stuck on a bunch of random maps that don't have water.

From what I remember, I think the reasoning for the change was that Highland is generally flatter while Hill Country has far more hills (hence the name), which can sometimes be problematic for building purposes. I was cycling through some random maps for each map type and still saw a decent amount of hills for Highland, but I guess there still shouldn't be as many hills as there are in Hill Country? It was difficult for me to tell.
