hello. I Think I used the term meta gaming wrong.
I know gameplay changing patches exist but don't know how widespread they are. My favorite map is probably Medit.
In the upatch thread I tried looking for where it mentioned balance changes but I didn't see a complete list. look in the features tab at http://upatch-hd.weebly.com
And last I checked Asians still played 1.0 or something, not sure what could get them to play patched.
Here's my idea, take a look.
xThomas's Rough Meta Improvements for AOE
Civilization changes
Unit upgrade changes
Note- editing as I remember more
I prefer buffing and simplifying civilization bonuses to adding more and more features. I also won't make a civilization more powerful just because it's weak. If the civilization is distinct and is able to show off how it's distinct, I might consider that a success even if it loses in the end.
Justification for each civilization
Greek: Their Slingers are historical and famous. Outranged Persians archers at some battle somewhere. Faster fishing boats helps escape, explode, and tiny bonus to fishing rate. Note: Not sure why I thought Greeks didn't get Slingers
Minoan: A slow (fast on water) civilization that focuses on Composite Bowmen and boats. Weakens in Iron, that's acceptable.
Phoenicia: I'm guessing that woodcutting bonus is based on Lebanon! Cedars of Lebanon were famed in ancient times. Some sources would call them comparable to redwoods.
Assyria: They are powerful as is on hill country. But they're not the biggest fish in the pond.
Egypt: strong and well established what they do
Sumeria: people call them Hittite lite, it's not a bad thing. They're weak in Ror because they miss Armored elephants
Babylonia: I've read about them in the Bible. if you play specifically to their strengths, they're fine and unique. A bit dull.
Hittite: A tough civilization with no real weak points.
Persia: The farming penalty in AOE was removed in ROR, probably because of hill country. They need to reach Iron Age to do anything fun. Help them.

Will be looking throught hat link tmrw
Choson: People like them as-is in DM games. Could be better in RM, could be worse.
Shang: The villager bonus/penalties were convoluted after patch. It'd be nice to see them more often in RM
Yamato: They won't beat Assyrians on Hill Country but they are pretty good on any other map, and make nice teammates if they reach Iron Age.
Carthage: A DM civ. I will consider RM changes later.
Macedonia: Stone throwers and hoplites are slow. This is crippling without forward builders, which is why they need wheel. Check campaign to make sure this doesn't make them OP
Palmyra: I just don't like this civ. But maybe some do?
Roman: They are fun and very well balanced to play. The swordsman bonus is underused though
Special notes
In the east, Vietnamese and Chinese and maybe some others still play 1.0. Special accommodations should be made
Rome is well balanced and strong because it
