And why you don't use the Binary patch? Is better, the customize is the old version

CustomizeAOE is not maintained, I chose to go on with BinaryPatcher because it allows people to share modding information.
Supplied files are to be used with RoR (empiresX.exe).
2 versions exist:
1.0b : this is the original version of the extension.
1.0c : this is the last version of the extension (with patch 1.0c). It is equivalent to game version "1.0a"
If you installed the 1.0c patch (game version 1.0a), just use "1.0c" INI files.
Otherwise, use "1.0b" INI files.
Thank to these consistency checks, you're sure not to corrupt the wrong file.
If you're not sure about the UI, just run File/Wizard (F2). Select the INI file, then empiresX.exe, and choose your options !

I don't know, I wasn't really interested in pop changes by myself.
I just re-implemented pop change from another (hardcoded) mod, so I can't help you on this.
