IMO Assy, Egy and Shang is quite equal at the top. Then there's always phoenicia, minoans and persians who are strong depending on what map you play.
Romans is among the weakest unless you're turtling, but it wouldn't really pay off unless you're very good at it.

Shang is prefer to be use at version 1.0 by Asians because their cheap villager cost you can start with a pit start gazelle but in 1.0a Shang is different I mean making a pit start could fail. Shang can do really good at water maps rather than Hill Country because their pit start is not efficient as 1.0 version.
Carth has camels and good at sea and palmyran is the best civilization like Assyrian Asians use alot of palmyran you only need to make between 18 to 22 villagers to win with palmyran but not good as a team game unless you turtle with them.
Roman is one of the best they can do pit starts control navy do a good tool rush. Many pits for gold and wood for farm.
Greeks has hoplites and calvaries they do better than Macedonian Unless you are playing Hills probably you need more farms and farms upgrade to make calvary win over chariots and alternative expansion more berries and more hunting.

I think Macedonians are low tiers while Romans are medium and Babylonians high.

Greeks vs Macedonian a Hill Country match.
Greeks would win faster hoplites, better calvary, calvary better than composite bowman. Even though Macedonian stone throwers are quite effective and cheap I mean they are about the same level of civilization but Greeks got the clear advantange Macedonian can't run unlike Greeks can travel around the map and survive. A well play and good map from Macedonia can kill Greeks if they go defense just composite bowman and stone thrower boom economy villager.
The correct way to pop calvary is to make alot of farms and have many villagers and you need to have farms upgraded so you don't depend too much on wood. Also have a good gold like upgraded mining gold and good expansions more animals and berries.
Most civilizations are about the same however, the difference is very little I would totally depend on the player skill's and decision not too much on each different civilization because the game you can win over popping alot of broadswordman after you tool rush him; there are many alternatives to win the game.
