Age of Empires and Rise of Rome, right?
It's pretty cheap. Maybe under ten dollars, on online stores, at least. I doubt that many stores still have the game.

The usage of the scenario editor is for free, you just need to buy the game.
Amazon has Age of Empires (including the expansion; only used items) for 0.50$ and Age of Empires 2 (including expansion) for 27.99$ (or cheaper for used copies). If you're from the US, you may want to buy the games from there. I guess in other countries you can get the games on Amazon too. Good luck!

I have played the 2nd age of enpires and have also played the expansion and im only buying it for the scenario editor and the campaigns.
