Astrology vs base conversion rate - I checked, you're quite right.
suggestion in the petition is all wrong - Adds up to 0.39 one way or the other, the eles (and other slow units) get converted just as fast, and chariots slaughter priests just as easily. Therefore, I think moving the change in conversion to the base rate would be logical.
the Holy Man scenario - Look at the blind lame priest in the first yammy scenario. Would it be so hard to make a new priest unit with the new stats, and keep the old one for backwards compatibility with old scenarios?

You forget that there are quite a few civs that can't research astrology - they will suffer by this. Egypt, Babs etc - it won't matter for them, but what of Rome, Carth, Minos and a few others? And you meant to decrease the astrology addition too - so you would end up at a lousy .20 or something instead of around .40.

rome, carth, minos - Use helos to kill eles and cents instead. I've rarely seen priests used with these civs on the zone anyhow, players tend to use their civs' strong units. Priests are almost never used successfully in bronze, too many CAs running around.
