I don't think melting RoR and AoK together would be good. Which civs would be in it? Sumerians or teutons? It would be a game balance nightmare, mixing the early-RoR civs with the late-AoK civs. Either the early civs would wipe out the AoK civs before they can show any of their advanced units, or the primitive civs would be completely outclassed after iron age.
It's good that you want to save RoR, but I don't think this is a good way to do so. Another x-pack of civs in the same time period, a few new fancy units (peltasts, heavy axemen, etc) and some balance fixes would be better.
Also adding a few features of AoK could be good. Dark age farming, farms you can walk on and easier farm rebuilding are good. Hiding units in buildings is good, but TCs that shoot aren't. Formations may or may not be good, I think that would require further discussion.
