Is it a good idea to tool with around 10 peons to get a scout for exploration. I usually create 18-20 peons then tool, but usually get a 15:20-16:00 bronze time because I lack the food to bronze quicker. Out of those 18-20 peons, I use one for exploring, but he usually doesn't find the amount of food I need. Anyway, any suggestions? Should I make fewer peons to get that scout earlier, but dent my economy? Also, what's a good villie count to tool with usually?

Less than 12, under normal circumstances, would actually slow down your tool time. Good villie counts before tool range between 12 and 50, depending on what you're trying to do.
From what you're saying, I assume you're on a land map so 16-20 would be average there I think.
I'm not very good with scouting myself, but maybe what you need is to add a 2nd villie for exploration after your econ grows a bit?
