For bronze age, compies. Currently the only counter in bronze to massed compies is stone throwers. (rebalancing needed)
For iron age, scythes. They are strong, fast, have area damage, and most of all... they are very cheap so can be massed easily. (again, rebalancing needed)
Mixed siege is also extremely powerful in mid-late iron, and falls easily only to massed hittite/sumerian heavy cats or to massed scythes. (so yet again, rebalancing needed)

Scythes!
1. speed - barely slower than HHAs (2.0 instead of 2.25, not a big difference)
2. attack points - 16 for civs that have metallurgy
3. hps - 138 to be exact, 184 for egyptian
4. cheap - 40f 60w, so doesn't even eat up your gold
*5*. area damage - so they can hit multiple units at once
Combat_Villager:
Try 25 assy horse archers vs 10 (egyptian=generic) elephant archers sometime. The elephants cost a bit less total resources, not to mention much less gold.
Oh, and keep in mind that it's rather difficult to "skirmish" against troops with only a slightly shorter range or to "dodge" helepolii shots in online games, which always have a bit of lag. People are not computers.
There is not perfect civ, and no perfect unit.
My vote for the overall best unit in all ages: villagers! Without them, you can't make any of the others.

While I will be the first to admit that there isn't one dominant Super Unit, I like my chances with an army of 40-50 or more Heavy Catapults over any single unit army in RoR. Scythe will slow them down, Armored Ele's will slow them down, but the Cats will always be on the advance destroying anything that is in their LOS. Cataphracts and Heavy Horse Archers are fun, but have a hard time with a large army of Hittite Heavy Cats.
