As a Phoenician player playing against a hittite, you better not let him get iron. You better hit him hard in bronze and win the game there. The only counter Phoe has to Hittite cats are scythe, but Hittite has scythe too. You should be able to kill his docks before he has a chance build ss. If if he does manage to build some while you are attacking, the range in nulified, and critical mass take precedent.

While Hittite boats get the range advantage, that is really all they get on the water. They don't get Tri's. You as Phoe(you should be able to tool and bronze faster), on a sea map, must move your villies to some spot on the map where you can chop wood. You must out-produce the number of boats he has, preferably by a three to one margin at least. Your only defense is a good offense. Group you boats and set up a defensive perimeter for fishing and more chopping. Once you get to Iron, you are set. Sure, they get war galleys with a +6 range, and fire galleys, so they are tough, but not unfair at all. When I play the comp and it gets Hittite on water, I know what to expect. Your tech advantage as Phoe are your woodies throughout the game, while militarily you are somewhat week(Sad to say). Not that I don't like Phoe, I do. They just don't have any one unit that is better than its counterpart until mid Iron.(Catapult Tri's and Jugger's).
If you want to talk of Hittite's advantages, look at their tool bowman. That +1 attack makes them scary. They can take on just about any slinger, although I would like to know if Thorfinn has ever done a study of this.
Also, if you let them get to bronze, shall we not mention 150HP ST's? Supported with CA's, they are hard to beat.

I think Hittite shouldn't have gotten any of the new units or upgrades. They are way too powerful, but you can get over that by being a faster civ and hitting them early on, seeing as they are one of the few civs with no economy bonuses.
