Does the ai ever build over 50 units if the max is 200?
If they don't then is there a way to change that and how?

You need to put the line
152 38 //SNHouseOverage
into the .PER file. As I recall, this specifies 38 houses. This will allow the computer to build to 150 guys (152, actually). For 200 pop, change the "38" to "50". Then change your .AI file to make more villagers, more everything, keeping in mind the relative build times of each, and the effect rebuilds will have on your calculations (i.e., if you tell the computer to rebuild the 6 of the chariot archers infinitely, if the player keeps killing troops as they emerge from, say, 3 archeries, it will never make the horse archers and elephant archers specified later in the AI. So at an appropriate time, overbuild your military buildings.
And if you overbuild military buildings, you will probably want to increase the town size. But don't make it too big as he will do stupid things in his initial build order. So many variables... Too bad you can't re-specify them as your civ expands, i.e., a Tool age town is bigger than a Stone age town. But maybe that would be just too darned logical... Good luck!
BTW, bear in mind that if you have an AI/PER file tuned for 200 pop, if that one is selected in a 50 player game, the computer player will be awfully lame...
